David J. Hepfinger will replace Norman S. Rich as president of Weis Markets, Sunbury, Pa., the company announced. Hepfinger — who most recently served as senior vice president of retailing and administration at Price Chopper, Schenectady, N.Y. — also was named the company’s new chief executive officer. Rich will remain as chief executive at Weis Markets.
Sweetbay Supermarket, part of the Belgium-based Delhaize Group, announced the promotion of Steve Smith as senior vice president of merchandising at the Tampa, Fla.-based supermarket chain.
Royal Ahold-owned Stop & Shop/Giant Food announced the addition of two executive vice presidents to its leadership structure. Jim Dwyer is the company’s new executive vice president of strategy and business development. Robin Michel joined the company as executive vice president and general manager of Giant-Landover.
Longs Drug Stores, Walnut Creek, Calif., announced that Todd J. Vasos has been named executive vice president and chief operating officer of the company, effective immediately.

Thomas G. Frey joined Skokie, Ill.-based Topco Associates LLC as senior vice president and chief financial officer. Frey formerly served as chief financial officer for Dominick’s Finer Foods, a division of Safeway Inc., Pleasanton, Calif., Topco said.
